Sorry tubes and rim strips weren't changed but are in decent shape, looks like they were put on not long ago or after they were put on the bike wasn't ridden.

I was going to replace the two tires. The tubes and rim tape appear fine but I don't know if I could get enough money for the bike to recoup my cost so I'm not sure if I'm going to proceed further....

Trust me I tried the tire levers and no way could I get under the tire to pry it off so I had to resort to screwdrivers. Did it very carefully and no nicks. Tubes okay.

Yes I painted it with 5 coats of aerosol paint then three coats of clearcoat . No it is not metallic. What a job that was but my wife likes it so it was well worth it.

The best thing that I find to remove rust is Metal Rescue. It works great. If you soak the part over night it will look brand new in the morning.
