Purchased wrong stem

so I ordered a stem that fits into a 1-1/8” steerer tube also the same length. Didn’t realize until after. I did find another stem that’s shorter and a shim as well so this should work.

I was able to find a 26 mm bullhorn handlebar online but couldn't find any 26 mm short stems, only 25.4mm. From my understanding and what I read online, it's a bad idea to install bigger handlebars...
