Correct. I think that this washer really just acts as a lock washer of sorts. You can normally feel it ratchet when you tighten down a cassette. And, yes, removing it will only make the gap larger.

It looks like that "spacer" is just a lock washer shim. It also looks like it is made to go on and not come off. The issue appears to be that the threads on the 6600 ring are undercut at the bottom...
