Asymmetric brake stays can be made narrower than conventional ones so they are theoretically more aerodynamic. I doubt there any real world difference even at profesional TT speeds.

No. I guess i come from off road motorcycles (observed trials) where you can run very low tire pressures and there is a possibility of the tire slipping on the rim (we didn't always run rim locks)....
