Harbor Freight sells an inexpensive set, but I would just buy the sizes you need in a higher quality. Ace Hardware sells them, and of course, Park. Grainger also carries good taps.

I think it's likely a 1983-84 frame, hopefully before TSD took over. The lugs points look decent. The frame looks like crap, honestly, and I would take whatever for it. I'm sure it rides pretty okay....

More pictures would be helpful, but I can see it has a 'bridgeless' BB shell and appears to be Diamante chain stays, so at least 1986. The brake bridge would be helpful to ID the year more exactly.
