Short answer: No.
Longer answer:
First, its a private label branded bike, which limits value. Secondly it has low end components. Third, its in poor condition.
If someone gave me that bike for free, I'd take it immediately to the co-op. The advantage for the co-op is they have free consumables and volunteer free mechanics. So they can make it rideable without putting much into it. Me, I would lose $$ refreshing this bike. It would not cover the price of consumables.
Having bought a few bikes that sat outside in the weather for an extended time, they all needed tires, chains, and cables. Then often parts were stuck. Refreshed, this bike will not get much interest due to lack of brand recognition. Novara = REI brand. The ones I have bought all had one trait in common: desirable parts. This bike doesn't have that.
My experience buying in Albany, NY has been the market was soft.
