Yes that's snow on the road.
This picture was taken by a Seattle Times photog, and appeared in the Sunday "color supplement", Pacific Magazine. The title of the article was "Bicycle Dementia". A little rude maybe, but factually accurate!
A moment later, Laurie took her hands off the bars too, but the photog didn't capture that one.

Morning of a Tuesday during ragbrai. Green tutu is in memory of one of the ride directors who had recently passed away, Jim Greene.
The bike is a frame I built back in 2018 in a class.

This is from a metric century I did this Memorial Day on my 1980 Raleigh Record Ace. I built the bike up this year. This was not a model sold in the US. The bike still has the sticker from the British shop that first sold it. It's sweet with a full 531 frame and clearance for reasonable volume tires (27 x 1 and 1/4) and fenders, very British.
