I think we have a slightly different riding culture here as nearly all of the guys who come in to get help on their builds come with brake hardware and wrap for their bars.
I don't see a lot of naked bars out there either and I think that it has a lot to do with our climate... winter is too freaking cold and our spring and fall weather can see some pretty cold overnight temps that would make riding without wrap torture.
I have often thought that bikes with unwrapped bars don't get ridden very far... I went a few miles on naked bars today because I was going to buy bar tape... even in gloves it was a little chilly on the hands.

I see quite a few hipsters with no tape in portland, which is just dumb in my book for a city that gets so much rain.
I have Soyos on my Deda Pista drop bars, and use Cincelli cork tape on my road bars.

Champs on the 125s but I usually ride right near the stem where it is uncovered... hasnt really bothered me (i always ride with gel full finger gloves) - although I haven't done anything more than 40 miles in a ride yet. I'll probably get some 123s and cut some ourys and put them where I grip soon just to see what it's like.

I got some Nitto red bullhorns and they just look cool so I couldn't bring myself to tape them, I rode 40 miles on it the other day and it wasn't a problem.
My road bike has Cinelli tape stretched very tight to thin it out as much as possible ( I dont like a lot of padding it seems more uncomfortable than very thin stuff)

i wrap my bullhorns and drops about 3/4 of the way up, with just my flats left naked so i can have my cross lever there. this constitutes partial, no?

I know form should follow function, but sometimes silliness just looks good. Naked bars look great, but I would never run them. I would just have a 30 minute perve , and then whack some Soyo long grips on.

To add to the other side of the argument, I did at one stage run a straight pink ***** bar with no grips for about 2 months and it was fine, even when my hands got sweaty. I ended up putting grips on, though.

oury's on my risers, cloth tape on my bullhorns.
after i grabbed some new drop bars once, i rode down to the LBS to get some bar tape (only had scraps lying around). the 10 minute ride with bare drop bars was not enjoyable. i liked how the bars felt thin (and why i know run cloth tape on my bullhorns) but beyond that it was dumb.
