I've done the athletic tape thing too, when trying out new bars and trying to get the brake levers dialed in. It's cheap and easy, especially if you favor Cinelli cork tape, which tends to tear when you pull it off.

Something tells me the guy with the Windsor isn't in the process of diling in his brake lever placement.

I've used athletic tape before too. In Canada you can get it in lots of different colours for way, way cheaper than the cheapest bar tape. On its own it frays easily and its thread count is somewhere around cheesecloth, but under shellac it's quite durable.
