OK, let's see what we've got so far:
I think we're getting somewhere ...
- the political answer (depends on the country)
- the senior member's answer (whatever I ride is slowest)
- the practical answer (the one with a saddle)
- the color blind's answer (red + green = yellow)
- the scientific answer (power in daylight beats wavelength)
- the cultural answer (pink / anything but pink)
- the consipiracists' answer (this is a trick question)
- the whatever-the-question-I'm-gonna-post-my-bike-anyway answer (yellow)
- the I-love-going-off-on-a-tangent answer (splitting the data into two chrominance channels and one luminance channel can be useful for certain optimizations)
I think we're getting somewhere ...
As for my answer...
What if you repaint the same bike from green to red? Or from red to green?
What would happen if the rider was green but the bike was red?
What if the back half was red and the front half was green?
What if the bikes name was red but it's color was green?
What does it mean to be fast? Fast in speed? Fast in acceleration? Fast in popularity ("virality")
What does it mean to exist?
But I believe this is the definitive answer...
As electromagnetism strikes the bike, absorbed photons (i.e. on a perfectly black surface) deliver less momentum to the bike than reflected photons (i.e. on a highly reflective surface). You want the photons hitting you from behind to push harder than the photos hitting you from the front. So, the optimal strategy is to paint front-facing surfaces on the bike black, and rear-facing surfaces on the bike white.

And finally, The Fastest Bike Color | Bicycling
If studied from the standpoint of physics technically red is fastest in a straight line however it does not refract as well as other colours. Therefore technically blue if taking both factors into account.
However black adds another twist to the equation since even though it is not a colour it may have better properties allowing it to be fastest since it does not refract any light. (conservation of energy) This may also have been born out of the statistics posted by Bicycling Magazine in the link above.
However my money is still on pink....

I have to say green
This one is clearly outstrips the top speed of my wallet.
And BTW, in the South, if a man wears (or rides?) pink, it's called Salmon.

Roses are RED. Grasses are GREEN. Discussing this ad nauseam is just plain MEAN!
The psychological answer:
If you choose to ride a RED bike, you are likely in a more energetic mood than if you chose to ride the green bike. So, your energy level, passion, enthusiasm would be expressed by putting more energy into riding, thus go faster (on flat ground).
GREEN denotes a more calm, even mood. If you chose the GREEN bike vs red, you are likely in a calm, relaxed state or a contemplative mood. Your energies will be directed to the cerebral, not necessarily the physical. Therefore by choosing the GREEN bike your calm state will be manifested in a slower pace.

Yeah I thought "he's in the 50's but we're not talking 1950's and not speed" .

. . . The outcome, however, is the same: blue bikes are fastest.

Since amber waves of green is a bit oxymoronic I'll toss out that I have some pretty fast blue bikes.
But I think red is faster.

You can see Red bikes all over the place... Therefore Green bikes are logically faster.

When I was a kid, the older kid across the street got a red bike.
"Red means fast."
It stuck with me.

I shudder to think how fast this bike was before the paint faded. On the other hand, the addition of red bar tape, cable housing, and partial-red saddle have definitely given it a speed boost per my Strava times.
