If you plan to keep the bike just for a few more years, I would not worry.
If you plan to keep the bike indefinitely, you need to remove the rust down to the bare metal, clean, and repaint it.
If it were me, I would sand/dremel away the rust, paint with similar color rustoleum and not worry about looks, and cover it with a stainless steel chainstay guard.

I think it depends on how long you want to keep the bike. A small amount of rust is not a problem in the short term, but it is NOT going to get better and can get worse with time.
If you plan to keep the bike just for a few more years, I would not worry.

I don’t want to get rid of it, I wish I could remember if I saw the rust before but I can’t. I’ll have to find the the time to fix it.
I have not taken it apart since I put it together. Little worries the down tube might be rust now too. I hope that is not the case.

I'll finish packing tonight.
Both excited and nervous. At least the weather looks good for the first two days. It sucks to start out in bad weather. In fact, long range forecasts for the places I will be during the first week looks descent. No major rain events. Knock on wood.
