Avert your eyes... here is a Waterford USA ladies touring bike that was clearly used as a commuter for a while. Somebody wrapped their chain around the top tube.
Just asked the seller what he was thinking the bike is worth. To me it looks like just the frame and a handful of parts are still salvegable but maybe not even that. At the very least it will need a ton of Oxalic Acid.

Those harsh winters outside... Its a shame its been so neglected. I can't even imagine how seized that Thompson seat post is with all the aluminum oxide thats built up in the seat tube.

I've actually been surprised by many steel bikes that had been stored outside and were rusty--so sure the post wouldn't budge, only to have it come right out. I think it's all about whether it was installed right in the first place.
