It looks like a wheel lock, poorly installed

Now it seems obvious and makes more sense, didn't want the nice bike stolen.

I'm going to remove all of that. It has an old lock, light holder and reflexes.

I don't know, a bike with "reflexes" might be nice, mine aren't what they used to be

Cool. Remind him that if he takes care of it he can pass it on to his grandkids. If he's a typical kid/teen it'll be stolen before the end of the year.

I purchased this a couple days ago from a local online auction site. I submitted a crazy low bid and won. It is an '82 Schwinn Super Sport in excellent condition. I did a complete rebuild. Changes I made: I put on a period correct saddle for the newish one that was on it, swapped out the 5 speed freewheel for a 6 speed and removed the clipless pedals and replaced them with platform pedals. The Super Sport was considered a touring bike in that time period. I have less than $20 invested in it. I will take it out for a ride then probably pass it on.

A pair of 1993 Raleigh USA MT200's from a garage sale a couple weeks ago.
Made in the USA. Technium bonded frames, with 6061 T8 aluminum top and down tubes.
Both dead stock at the sale, down to the tires and reflectors
Both had stuck shifters, but got the big 'un rolling this afternoon.
