Probably to make it look aerodynamic. Several years ago, I had a Specialized Allez Elite with a similar shaped seat tube. I didn't like that they didn't follow through with the design all the way up to the seat post. I thought it looked odd.

^^^ The difference, of course, is that the Specialized design is _functional_, to allow wheel removal in such a tight triangle. On the Mall-Wart BSO, it's strictly cosmetic, as there'd be plenty of room to remove the wheel even without the "cut" shape. Which means the bike is not only crappy, it's crappy at posing.

^^^^^^ And it's not just the photos. At least the first pic does clearly show what's wrong with the bike. We just saw an abandoned BSO on the terrace, put together just so. Amazing how many you see, but I still can't get my head around what sort of thinking process leads to someone doing this.
Still, +1 on the price; it'd be in the back of my truck right now if it weren't two time zones away.
