It's ironic because they had more a challenge getting the seat post than they did the forks. The seat post on the bike I am working on, came out smooth with no issue.

I'd be more likely to bet on a mechanical fit issue rather than corrosion as well; yeah, it's ten+ years old, but it's a bicycle, not a subsea asset. I rebuilt a couple of bikes that had been left under a house for about 20 years; the one with the aluminum stem came apart without much of a fight, even the one with the steel stem just needed some PB and a few smacks with a dead blow to come loose.
2009 and quill stem says low-end bike, so QC issues are to be expected. The oversized stem has been mentioned, or you could have a burr on the inside of the steerer tube, even something as simple as a too-thick coat of paint.
