I think those are Power Grips pedals. https://www.powergrips.com/I have a set that I can put on 1 of my bikes. I converted them to the "extra long strap set" in order to get enough toe-out for my prosthetic foot. The longer strap set is also much easier to install and adjust than the standard set.

Update
I completed 1200 km cycling the island of Taiwan last November. I needed pain relieve on occasions, but I managed the heat and exertion very well.
It has been a long and painful journey (18 months) since my op, but I no longer need pain relief and my future looks bright.

I've had two TKR and found that I couldn't get the positioning of the cleats just right. Switched to flat pedals and have had no problems since!
