I am wondering if tolerance stack up bit you on this installation. Maybe the rim was slightly undersized and the tire was slightly over-sized. Both meeting the manufacturing tolerances.
Both of the 23's that I mounted had to be coaxed on with a small plastic lever, I could not get them on by hand. I normally mount all of my tires by hand. The Schwalbe One tubeless was the exception. I almost got the tire on by hand but it took more effort than I could generate.

Reviewing the One clincher tire specs vs the Ultremo ZX, I noted the One's are some 10gm heavier. I have a bunch of ZX 25mm on hand weighing in at 212gm (215gm is spec). Interesting point is that my 23mm Conti 4000s tires (used on single bike) weighed in at 210gm, so there is virtually no weight penalty using the 25mm ZX tires over the Conti 4000s 23mm tires.
Since I have some new single bike race wheels on order with 22mm wide rims, the 25mm ZX I had designated for the tandem should be a great matchup on my ubber light single too.
Tubeless tires still seem a bit dicey for either tandem or single bike racing. Had my fill of using tubular tires a long time ago. Just MO.

Here is an update from Martin of Tiremaniacs about the availability of the 700 X 25mm Schwalbe tubeless tires.
"Still no. Looks like absolutely nobody has it. The US Schwalbe rep mentioned that they have not come on the market yet. BTW, I raced on 23mm tubeless on Saturday (Roubaix style race in eastern WA) – fantastic. On my new Delta profile Rolf Prima ARES4 the width is exactly 25mm. 100 psi rear and 95 psi front. Perfect feel, feedback, and super solid setup. I am out of them as all my teammates decided to get them :-)

Just removed my Schwable One 700x28 to put a new tube in due to a leaking Presta valve, just out of curiosity I weighted the tire came out to be 268 grams a little heavier then there advertised weight of 245.

On July 8th I replaced the Schwalbe One tube type 700 X 25 rear tire with another one exactly like it. The old one was installed on Jan 2nd, it had right at 2,100 miles on it. The tread was getting thin and you could see the cords in a couple of places. The old tire weighed 206 grams and the new one weighed 225. The old one measured 26.67mm and the new one measures 26.01mm.
The front 23 X 700 Tubless ONE has the same number of miles on it and looks like it will go another 2,000+. It has been completely trouble free. No flats no leaks etc.

DubT, big differences in our rims,
Bad1's (above) are 24mm wide. Ritter's is 22mm.
The Conti 4-Season 25mm we have mounted on a 23mm rim, actually measures 26.8mm at its widest points. I have not mounted/measured a 28mm on these rims yet, but I bet it's going to have a "huge" width - maybe near 30mm.

I installed some lightly used 28mm Conti 4-Seasons on the same BHS/Kinlin 23mm rims in preparation for an upcoming trip to Italy. Surprisingly, these measure only ~27.8mm wide (only 1mm wider than the 25mm tires we had previously mounted). The 28s are a couple mm taller than the 25mm, which poses a clearance problem with the 3T Rigida fork crown, but there still plenty of clearance with our original ENVE tapered fork so using the ENVE when combined with the 28mm tires.
Compared to the 25mm tires, it appears the 28mm version has more of a height difference than an actual width diff. The 28mm obviously holds more air volume and we are currently running only ~100-102psi (255lb team + maybe 15lbs gear/bottles/etc).
Given that I anticipate riding some cobbles and other marginal surfaces, better to err on the larger tire side than to increase the risk factor with less volume and even 1mm less width.

Schwalbe One vs. Conti 4 season grip
I just wanted to put this info out in the interwebs somewhere. I have owned the 4 seasons for a couple years now and been very happy with them. When I built a #2 bike and needed tires, I knew I liked other Schwalbe offerings and decided to give them a try. I can say that they're pretty comparable in any condition, but the Schwalbes are just not as grippy in the wet. I'll be getting Conti's for that bike when the Schwalbe's wear out.
The details: the Schwalbes (25) were originally mounted on Mavic Open pros, but I like building wheels and am hooked on the wider rim movement. Even when I rebuilt the wheels with H+Son Archetypes, the Schwalbes were just not as good in the wet as my Contis (28) on Pacenti SL23s (V1, if that matters). Both tires measure 26mm wide on their respective rims, perversely.

I've been running tubeless road tires for about six years now. In that six years, I have had four flats. I've been running Schwalbe Ones for the past two years, with not one flat. Do not confuse the One with the Pro One.

The bike came with Gatorskins 25, first race we hit a cat's eye, flatted the front wheel and waved goodbye to our bunch, an experience I never want to repeat.
I decided to use the Pro One in 25 on my tandem on wide profile deep sections rather than 28 as that was not available locally. The 25 measures 28.6mm mounted at 110psi which seems wide enough for a road tandem.
I sit at the back and have found the ride to be incredibly comfortable and quiet, comparable to my road bike with older One in 23, also wide rim and tubeless measuring 25.78mm.
My captain can't believe how comfortable and fast the Pro One tyre and rim combination is. There is absolutely no reason for me to try anything else.
