While not exactly what I wanted aesthetically, this worked perfectly and I can finally put this issue out of my mind.

I just typed in the french word for shower and it posted. I quickly deleted it, but it was strange nonetheless. And the four* in bat**** were self typed. I feel like I've entered the twilight zone.

Two packages arrived today. One contained the Nitto Dynamic - which turns out to have EXACTLY the same height at minimum insertion as the Cinelli 1A. I think I'll keep it, since it's a 110 vs the 130 Cinelli. Also a KMC 8sp chain - I'd been using the old chain, which isn't really worn but is covered in some waxy crud. Also, the Red Black Rubber Nubs. So, with all the bits here, I couldn't NOT finish the bike!!! Only one "Oops!" moment when I discovered I'd cut the front brake housing 1 cm too short, because I didn't jam it all the way into the brake lever when doing the initial sizing.
Yeah, the bar is too high. It turned out to also be to loose, even though I'd tightened the fixing bolt as tight as I could. Pro-tip: If you buy a used stem on Ebay, remember to grease the threads on the fixing bolt!
Here's a look at the Black Rubber Nubs in place. Also, the headset and cover, with the white cables. I went with Cinelli bar tape, since the stem is Cinelli, and it's cheap in case I need to change the stem or something. Also, went with black since the 1989 Circuit came with black tape and saddle. Speaking of which, this is the original Rolls saddle.
Here's the view from behind, showing off the chrome chainstays.

So, with the sun still in the sky, I tossed it in the trunk and headed over to Canada Road, which is really a much safer place for a shakedown cruise. I did a fast 11 miles, but didn't bother with Strava.

Observations:
- I didn't feel like I was bending over too much when on the hoods, despite having nearly 2 cm more bar drop. BUT I suspect I'll be using the tops and corners more and the drops less than my other bikes.
- Bar needs just a touch more downturn to make the brakes more reachable from the drops.
- Love KMC chains for a quiet drivetrain!
- The Rolls saddle was pretty comfy. May still need to work on the angle. Possibly raise it by 0.5 cm? 170 cranks vs 175 on all my other bikes.
- Ride felt cushier than any of my other bikes, including the 2 CF bikes with 28mm tires.
- Notwithstanding the cush ride, it still sprinted well out of the saddle.
- 42 x 24 is WAY bigger than 39 x 25. I ran out of gears I could spin easily. So I went up 2 and got out of the saddle.
- The brakes ain't dual pivots. Not bad, mind you. And I haven't spent much time tweaking them, like sanding the pads, etc.

Pretty windy here, and it started raining so I turned around a tad earlier than planned. Sometimes you gotta do that in the desert or risk ending up hiking back through the mud carrying your bike.
