Was it made by the Robin Mather that's still making frames? Maybe ask.

Did you ask about this bike elsewhere? Apparently it's for a Hopey steering damper
I didn't know it was the same Robin Mather. That adjustable geometry bike is really cool, but I feel like the extra weight is going to mask the effect of different geometry.
