anyone familiar with this hole in the top tube? could it be for seatpost insertion guide?

I would say it is a vent hole to allow expanding air to escape during brazing. Kind of odd placement as it would easily allow water in the tube.

I've never seen a hole like the OP example. My guess it was done to feed a tail lamp or generator wire.

Hole for a tail lamp wire was my thought. Maybe this theory is supported by the fact that there was another hole drilled in the seat post? I was also corresponding with seller and he informed/acknowledged the frame/seat post holes but did not know how they got there.

I can't shed any light on the holes--- but what a beautiful early to mid-sixties P13! 151BCD Record crankset, Record RD and FD! Great find!

Unfortunate drill hole.
original spec rims, steel stem, huge by today’s standards inner chainring. The dirt shows might be time to hunt for a 52/44 ring set. Maybe chain and freewheel also.
‘great color, original pin striping.
‘I would rotate the bars a bit for aesthetic reasons.
Fresh good tubulars are in order.
check the rims for cracks about the spoke holes, especially drive side rear. These rims are the Scheeren mfg, (hopefully) or the hollow washer type, I like those but they require monitoring.
