In Japan part of the drivers license renewal test includes a video about driving safely around cyclists. It’s mandatory, explains what you should do if you collide with a cyclist, and lists the rather scary civil and potential criminal consequences of striking a cyclist or pedestrian. If a cyclist or pedestrian is injured by a vehicle, the driver is charged with a crime, if there is a fatality, the driver must serve a mandatory prison sentence.

I agreed with everything said in the video. Luckily, I have found drivers to be pretty good where I live.
But just last week, I had a close pass where I was trying to not be the eggplant. On a crowded street, I moved over so some cars could get by. But then someone just had to get around me while a car was coming the other way and therefore they chose to close-pass me. Had I just taken the lane, they couldn't have do that. Just reinforces that not inconveniencing a driver is not worth putting myself at risk.

They are issues I deal with here. By far the biggest is people giving up their right-of-way and wanting me to cross in front of them when I'd already adjusted to take the gap after them. Some get really mad when I refuse their generosity and stop an wait for them to move on. Although that means the gap between them and the following cars closed up and I might have to wait for a long time.
Here and in most other states I've been too, cars are only required to stop when persons are actually in the crossing. Not when the walkers, runners, cyclists are approaching or stopped waiting to cross.

He initially complains about drivers that follow a cyclist because he thinks they are too timid to pass, but later tell drivers that they shouldn't pass if there isn't enough space. I think those "timid" drivers should get credit for erring on the side of caution.

Alas, that's classic "NiceHole" behavior - you think you're doing the cyclist a favor, but the (presumably non-telepathic) cyclist just sees some jackass lurking behind them and wonders why that fool won't just pass them already. If everyone just followed the same set of rules and did what was expected of them, we'd all be better off.

Keep in mind that the traffic behind you might not see the cyclist in front of you. So they may pass you thinking they have room to safely complete the pass and then find out that they have to chose between slamming into a oncoming vehicle or running a cyclist off the road. Most drivers won't consider taking the option of running into a ditch and screwing up their vehicle.
So you aren't really protecting those of us on a bicycle.
