Restoring and riding an old Shogun 10 speed

Restoring and riding an old Shogun 10 speed
Looking to aquire a road bike for some bikepacking in Maine. As I was cleaning up a pile of bike junk (friends drop off scrap iron when I'm not looking) I found an old Shogun 10 speed, minus a front wheel, functional rear tire and seat covering.
It all works, cables, brakes, shifters, but needs TLC...I'd like to try it out before moving up into the upper world of road biking. Since light knee surgeries, my orthopedic guy says biking yes. Ice climbing, heavy backpacking, mountaineerng....not so much.

Rear wheel 25.0" o.d. of rim...skinny road tire is unreadable...WHAT SIZE are we dealing with here...I have a KONA Blast now, and a FUJI Sunfire.
So looking to plunk a suitable wheel on the front, a tire on the rear and a seat.
Any guidance on finding these parts and other advice o this bike. Could be workable...maybe a waste of time if i really want to do road/gravel biking?

What markings are on the existing wheel? For example it was common in that era to have wheels labeled 27x1-1/4. If it does, then the wheel is a 27" size, with a diameter of 630mm. It could also be a 700c rim, which has a diameter of 622 mm. They are not interchangeable. If you can't see any markings, take the wheel to a shop so they can measure it.

To expand on what was posted above, the 630 mm and 622 mm are the diameters as measured from the bead, not to the outside edge of the rim. The 27 inch designation comes from the overall diameter of the tire. I measured one of my 27 inch rims and it was slightly less than 25 inches, edge to edge, so your wheel is probably a 27 inch/630 mm. I would still take it to a shop to confirm.

That clears it up, and appeals to my engineering/ machine design sensibilities. I always considered a bicycle a high level technological invention.
Any specs on this 10 speed Shogun? It feels heavier than my Kona Blast.....steel tubes? How do I determine model? Decals? Serial number stamped on the bottom bracket?
