The decal on the top tube says 'Bonneville' I think, so that leads me to an automotive shop in Aichi, although going by the images on a popular map service, they have a fair interest in bicycles.
That in turn leads me to this Instragram page, but I'm not on IG, so I get no further.
All that is to say I think it's an after market custom job.

Looking at the photos above of those (mostly) elderly bikes, I wonder if I alone am chronically incapable of doing a decent job of applying handlebar tape. (Yes of course I have assiduously watched Youtube videos of the process, etc.)

Maybe too much information for everyone but I'm not gonna lie......I have had days when I had to use a toilet like that or spend the entire day in pain...squatting really is the superior way.....

The gentleman you are with, I would presume, is Masayuki Hasebe representing the Shimano Museum. Glad to see that he is still active. He was a Shimano junior engineer in 1973 when he was a member of the Japanese team at the Grand Prix of the United States. Hasebe was a top level racer nationally and at the Asian Games.
After the GP he along with teammate and fellow Shimano employee Shimpei Okajima gifted me various Crane and Dura-Ace prototype/early production components to make room for gifts to take home. Hasebe gave me a DA crank set that he said that he had finish machined. The parts went on the frame that their coach, Takao Ono, built for me later that year in the Panasonic custom shop.
Might have to try and make next year just to meet up with them again.

Because my image of Hasebe is still a young racer with Shimano Racing in 1970's and 80's, hahaha.
Yes, the gentleman is Masayuki Hasebe without doubt, who is a curator of Shimano Museum.

Looking up the location of the Shimano Museum it appears to be a short walk from our family’s residence in Sakai. Will definitely make arrangements to visit if we are able to make it next year.

I used so-called Turkish toilets in France a few times. They are, in a way, humiliating, but they are also ergonomic. Yup, your body does what it's supposed to do, and quickly. We now have little stools in front of our toilets at home. It's kind of the best of both worlds.
