In theory, it keeps the handlebars from dinging the top tube if they somehow manage to swing around that far

For those of us that have softer aluminum bikes, there's nothing wrong with a little extra padding in case of an accident. It's not hard at all to imagine falling off your bike for some reason and getting your frame ruined by a TT dent.

If you live in a tiny apartment with small doorways and narrow, long staircases with doors you lock with a key, you will learn quickly that your bars will swing that far.
