need help on restoration from rust

i bought a 90s dyno compe and some of the chrome on the forks has some rust i want to use car spray paint, do i have to sand the chrome out first or just paint over it.

Sand or blast with glass beads to remove. Paint over will work but look bad and eventually the rust will come through the paint, unless you use special paint that
would look like fewmets on the bike. Phosphate treatment would be a good idea to reduce the likelihood
that rust will progress. Steve
