Which hubs? Tiagra, 105, Ultegra
I'm having a new set of wheels built onto open pros but i need to decide what hubs to get the wheels built with, for keeping costs low Tiagra but is Tiagra durable enough? Would 105 or Ultegra hubs be better. The wheels will be going on my new Salsa Casseroll which i'm building up.
any advice would be much appreciated

All shimano hubs are good, according to the great Mr. Brown. I went with Ultegra because I got them cheap, but have used bottom of the barrel C-201 and even Acera mtb hubs with good results. You might save some weight on the more expensive ones and maybe get very slightly smoother rolling wheels but no big differences. Adjustments are better off the shelf on the more expensive ones in my experience.

I agree with black, the main difference will be how easily they are adjusted to perfection. the higher the grade the easier it will be to get a good adjustment, and the less tuning you will need to do. im sure tiagra will hold up to the job

I run a 2200 hub on my commuter. So far I have ~10k miles on it. I tear it down once a year and replace bearings and grease. The original plan was to run it till it died and get something with more bling. Besides being substantially heavier than a DA counterpart, I'm extremely happy with its performance.

biggest differences between those three hub sets.
difference between tiagra and 105: 105 has better seals on their dust cap
difference between 105 and ultegra: comes in 24h and 28h
what you need to do with all of them: readjust the bearing cones, because they are always too tight. (park tools has a how to guide for adjusting the cones for QR axle hubs)
