Needle-Bearing headset Re-assembly

Can you tell me the order in which these pieces go?
When I re-assemble them according to a cheap, exploded diagram
on the internet, the fork completely binds (I must force it to turn.)

I'm all set. I had the lower dust seal in the wrong place.

Yeah, it's pretty straightforward because the parts don't really fit in any other than the correct order. As Yogi Berra said, "You can observe a lot by watching." Just looking carefully can solve a large fraction of the problems people encounter when working on bikes.

Yeah, they kinda do. You can put the dust seals, both top and bottom, anywhere you want, but there is only one correct position.

Actually that was my point. If things don't work when put together in a given order, change the order until they do work. When you see how the seals are binding, that is the clue to move them.

Well, yes. That goes without saying, but I thought I'd ask a clear question first, so that I can get the sequence. I'll try harder to do it myself, next-time.
