Paint removal? Latex? Oil base?
So I picked up this Nishiki Westwood. Someone painted it with something. The first layer of paint was green watercolor...seriously...and came off easily. Now there is this white/blue paint layer on some parts. Might be latex. I dunno. Mineral spirits removed a small part but it took some work and to do the whole frame would require an awful lot of work. So what can I use to remove that paint and save the silver paint underneath?

Get this, household latex is removed by isopropyl. Even cured! When I was correcting the issues with the Kona, I wiped the paint off of a fork leg while cleaning the frame for a splatter run, with a paper towel wet with isopropyl.
If it's spray paint, Acetone and some rubbing will help remove it without harming the finish underneath too much. Acetone is great for removing spray enamel, but not so much production paints or urethane finishes. You might have to use some polishing compound after acetone to restore a hazed topcoat.
Try Isopropyl first, and if it budges, it's a water-based latex. If not, try Acetone. Since the tubing decals are over the topcoat (if the bike had one) be very careful with both of them around those. Brand decals might be under a topcoat, but use caution unless you're sure.

Easy Off Oven Cleaner works wonders on added on paint! Experiment with it on an unobtrusive part first.
