Or measure across and width between splines then grind/file whatever steel flat stock you need, jam it in there, and turn with an adjustable wrench
Why would you want to take the lockring off of a freewheel?

I think that those ten splines are not a lockring but where you insert the special tool to remove the gear hub. The gear hub is mounted on an aluminium thread on the wheel hub, and the only way to remove it is with such a tool. Usually freewheel hubs need, I think, an eight spline tool, but I have no idea where you would get a ten spline one.

We're working from a low res web photo that doesn't show enough detail. Besides the fact it's stated "freewheel" and that ring is not on the fixed body but on the rotational part so it by design cannot remove it from the hub.
A better photo below shows the actual splines a tool has to engage to remove the freewheel body from the hub Most likely a standard Shimano FW tool (Park FR-1.3?)
Usually freewheels use any number of tools depending on the design employed over the decades.

No clue on the freewheel removal (hopefully their photos are just poorly cropped and there are splines for a removal tool), but I see they have a variety of 7-speed cassettes that might be of interest to some C&Vers.

Lots of other new-production freewheels (Sunrace, Sunlite, hey, I'm seeing a pattern!) use a lockring to hold on the cogs -- I'm sure it makes manufacture slightly easier/cheaper.
Agree with dedhed that if it's that important to you, you might have to fab up a tool yourself. These freewheels are so cheap, I can't see why you'd want to, though. Gear phreaking?
