Hi, Trevayne.
Very few of us would be familiar with the bicycles you see there in the Philippines so we may not be able to help with your question. Also, it's difficult to understand your use of English. This group is about older bicycles, is that what you are asking about?

Personally, I would not buy any bicycle, recently manufactured in China. I see wayyyyy too many of them, a year or two old, and miserably worn out. And do not forget, I get about a thousand bicycles a year, so I speak from actual experience, not conjecture.
I you want a cool looking bicycle, with vintage appeal, buy an old bike, not a shiny new one, built to look old but intended to fool the fools.
I really hate the new/retro thing!

trevayne - the link you sent us shows a picture of a girl's bike. - And I think it is a cheap Chinese copy of an old style Japanese utility bike. Better to find the real thing, (but in a man's style) even as randyjawa suggested.
I wish I could be of more help- but I don't know what is available to you in the Philippines.

The bike you posted is known as a "Dutch" or "Danish" town bike. If this is what you are after, look for a "Flying Pigeon" in the men's style. They should be readily available there. I'm not aware of any Japanese-made bikes in that style, but I could be wrong

the bike co-op i belong to in NYC (times-up.org) bought used 500 mama-charis from Japan, identical to the one the OP posted.
Pros:
- extremely reliable, can be left locked outside slowly rusting and still work fine
- can carry a lot of cargo
- cheap! (we sell them for about $80-90)
Cons:
- difficult to work on. the rear brake is a drum-style that is hard to work on but reliable in operation. to get at the rear wheel you need to unbolt the chaincase, then the rear rack, then the brake... it's complicated. Headset and stem sizes are also proprietary (not 22.2)
- tubes use a weird valve type that's unlike schrader or presta. we typically replace them immediately with schraders
lots of people, men and women, ride them all over Brooklyn and Manhattan. they're not exactly stylish but they definitely get the job done, and at a price that can't be beat.

Are there any government controls on the export of low-rider technology?
I'm sorry, we're just having some fun. If you do a Google search for lowrider you might get some more useful links. I found a couple links that looked interesting:
https://www.lovelylowrider.com/lowrid...uide/index.htm
heres a new bike, but it's not japanese: https://www.sears.com/shc/s/p_10153_1...u=00641260000P
if you get a frame you can find parts online at several places like this:
seats: https://www.niagaracycle.com/index.php?cPath=407_124_362
https://www.niagaracycle.com/advanced...rider&x=10&y=6
