Who built the 1982 Ross Super Gran Tour XV?

Who built the 1982 Ross Super Gran Tour XV?

Just turned up a beautiful example of a Ross Super Gran Tour XV- Ishiwata 024 tubing- full Shimano 600 group- forged dropouts. It seems this was their top of the line at the time, excluding their hand built series, but being Ishiwata, I was wondering if this was built in Japan? America? If Japan, who built it?

I believe that these were manufactured in Ross' Allentown facility but the serial number should provide confirrmation.
