Headset adjustment Bike Friday

I have my buddy's Bike Friday Crusoe in for maintenance. It has a Cane Creek 40 headset with 2 locking rings - both with small set screws to lock in place. The bottom ring is composed of 2 threaded interlocking halves. I thought I could clamp the top ring and use the threads to load the bearings , then tighten the bottom part. When I try that the bottom part (with 32mm flats) will not budge. What am I doing wrong? What is the function of the threaded part?

My advice is give Bike Friday a call at their 800 number during the week. Roger
