Gazelle of the Netherlands has been in business since 1892. Mostly they are known for their town bikes, but they built high quality lightweights also. The Champion Mondial is one of the more famous European pro road frames of the 70's and 80's and was hand built with nice lug work, constructed with Reynolds 531 tubing throughout and outfitted with Campagnolo components and Campy dropouts. This example is the AB-frame version. Individually hand crafted, curved blade fork style with flat crown, horizontal rear dropouts (126mm spacing), wrap around seat stays, 27.2mm seat post, 58cm seat tube, 56cm top tube, 16" chain stay, frame and fork weigh less than 6 lbs. Fits 5'10" to 6'1". Mavic rims with 700c x 23mm tires. Recent major service with disassembly, cleaning, lube, rebuild, adjusted. No frame damage or rust, some paint wear in usual places. Rides nice and is quick and light.

With a bit of help from T-Mar's Asian serial number pinned thread, I've concluded that it is likely a 1984 Miyata-built Allez. That's the good news. The bad is that its top tube housing guides have been cut off (seems to have been done well) and there is a bit of a ripple under the down tube. (Don't imply anything about the fork's condition given the picture below, as its headset is not complete.) At minimum, you'd be looking at frame alignment and perhaps installing a new set of housing guides. The frame was sandblasted before the seller acquired it. Whoever did that failed to remove the crown race and head tube races, so figure they aren't usable. I measured the frame quickly as 61x57 center-to-center.
The seller is asking $100 which includes the Raleigh frame as well. That guy lacks a fork, and he's big, 64cm seat tube. The head tube is 205mm.

Bolt on rear wheel with corncob FW might help your "pronouncement," but,
