I am not convinced it's a Schwinn, or a track bike, but I like it. I see there's a headbadge missing. Can anyone identify the thing brazed on to the drive side chain stay, just ahead of the rear wheel? I assume its for an early derailleur system; so the late 30's AG isn't original.

Dropouts don't look anything like Schwinn
Adjustable stem is differently designed than Schwinn
Cranks look like Paramounts from 1939 but no Schwinn script an the chainring attaches differently.
Lugs don't look Schwinn
Lots of cool parts though including the pedals and expander brake. This bike was probably put together over the years and the grips and expander brake are the only manf. names to be found on the bike besides the SA hub.

That is not a track bike and +1 for likely not being a Schwinn. I'd guess that it started life as a 'sports' bike someplace in GB.

Cool old bike, but it's not a track bike (which would have rear facing fork ends) and the dropouts and lugs are nothing like any Schwinn I've ever seen. Somebody mounted a Schwinn expander brake front hub on it.

Man that is cool. I love the stem...and the Wheels....and the Headlight...and the Handlebars and grips...man its cool.
That bracket on the Drive side looks like it might be for a Chain Tensioner or Early Simplex style 3 speed derailleur.

The chain matches the chain ring and the AG hub, which probably dates to the late 30's; certainly not earlier than that. We can be quite sure the frame wasn't made for that hub, but we can't be sure the frame is older than the hub.
Someone --presumably the ebay seller-- has worked on this bike. I would be much more interested in it if they hadn't.
