General Question About Raleigh Bikes

I have seen quite a few very nice vintage Raleigh bikes advertised for sale lately and have been poring over some of their older catalogs. Can someone tell me with a high degree of certainty how Raleigh sizes their bikes. Their size measurements are always expressed in inches. Is their sizing c-t on the seat tube or c-c on the seat tube or something else? Also some of the bikes I am looking at are 70's some are 80's and some a little later so I am also interested in whether their sizing methods were consistent over time. I know some Italian manufacturers changed their sizing method slightly from time to time. Thank you for any info.

19/21/23/25 for many of their frames, with some of the better road bikes being 21 1/2, 22 1/2, 23 1/2, 24 1/2 and 25 1/2.
I have a Sports men's in 23" and ladies' Sportses in 19" and 23", and a Pro frameset in 24 1/2 but these are all from the '70s and things undoubtedly changed later.

My 1970's Grand Prix, Super Grand Prix and Super Course all measure 23-1/2" from center of bottom bracket to top of seat cluster
