Looks like their 15 year anniversary to me -not 75 yrs.

I have no idea on the brand, but that is a big bike.

The sticker 100% says "titanium", but is it? Go find a magnet...

Is it a 15 year anniversary of a specific event, or a shop, in Kona HA? Stickers...

Fantastic find if it's Ti, it's massive but strip it down and clean it up, and if you can find a home for it, what a deal!

The frame is big but it is offset by the 650c wheels. Good find though.

Torque Cycles bike shop in England. Naah.

two biggest ti frame makers:
Sandvik sold under many names.
Litespeed also made frame for a number of vendors. You might contact Lynsky and ask if they recall selling Litespeed made ti frames as Torque.

What a lame name. Nearly impossible to www search when the word has a far more popular use even in conjunction with bicycle.

It’s 650c which is a different size than 650b

Strangely interesting looking bike. Like one designed by a committee. Nice find

I remember Torque vaguely; tri and MTB stuff as I recall. Maybe they advertised in Mountain Bike Action magazine, or was a house brand for some shop...can’t recall right now.

One reason for the odd frame proportions is that the 650c wheels necessitate a much longer head tube and longer seat atys for a particular frame size

I've seen more extreme than OPs find. All cool. Just different
