"Norway" brand bike

I briefly talked to a guy on a Norway branded bike today. Shopping for 29er tires at our shop. But didn't have $10 for a pair of used tires. Nice looking, higher quality bike. Like something a custom frame builder would make. I asked the guy if I take a photo or a better look and he got nervous and took off. Surely the bike was stolen. Naming your brand after a all too common word makes www searches pretty much impossible. Anyone know anything about Norway bikes?

Never heard of such a brand. Could it have been Norco?

It was in good shape and the down tube decal was intact and clearly Norway.

How old a bike? Maybe something like the bike in this thread that has "product of Norway" on the seat tube.

Not sure about your reference to custom bike, because most custom made bikes look like bikes.

29er disc wheels and nice shiny paint so pretty new. Bike looks like it could have built by Teesdale, IF, etc. IMO, there is quite a difference between mass produced in PRC/ROC and US independent frame builders. Getting a closer look or photos was pretty sketchy with the owner and his companion the way they were behaving.

That Norway Special (cool head badge) looks like many cheap European made bikes from Austria, Germany, The Netherlands, etc from the 1960s & 1970s.
