Well, we're getting far afield from bikes, but typing accuracy does not require you know the words. You just type what you see, and even Adjusted Speed does not take into account the time that would be needed to correct the errors. My speed is "only" 65, but with no errors. Also, what happened to "from now and on I will type without mistakes?" You can't be bothered with basic consideration for those who would help you, so I can't be bothered with further responses to your requests for help. Good luck to you and goodbye.

Pictures of your bike. Many times pictures give important details.

If you put all the information, and good pictures in your original post, there would be much less back-and-forth posting, and it might be resolved by now.
And you have discussions with the guy at the shop, and he tells you things, but then you ask us to explain what the mechanic said. You should have asked him.
Maybe pictures would help, maybe not. Maybe one of our "eagle-eyed" experts here would notice a little thing that is out of place, set up wrong, mismatched etc.
If you are pretty unfamiliar with working on bikes, how can you judge that someone here cannot help you from a picture ?

I tried to communicate with you in Hebrew, but you ignored me... I guess you don't really need help or want to learn to do things yourself

I would suggest maybe the following to help isolate the problem.
On your brakes there should be a latch, or hook, that lets you loosen them. If not, you might have to unscrew them. Do that so they are far away from your wheel rim, and see if the wheel spins well.
If the wheel spins when the brakes are loose (away from the rim) then the problem is that the brakes are rubbing on the rim. Your wheel will probably need to be straightened a bit (google about 'truing wheels') or your brakes should be adjusted so they're not so close to the rim.
If the wheel still doesn't spin properly when the brakes are loosened, then it's probably an issue with the hub, and you should go to a bike shop.

He has disc brakes, which would have been IMMEDIATELY obvious if he posted a picture. Don't hold your breath waiting for one, he types too fast to take pictures.

Oh, I missed that. I was just trying to write it down as simply as possible. I still remember when I was too scared to touch such basic things myself. I have no idea about disc brakes though.

the wheel is placed in the middle.
more details:
when i found out that the will is not spinning like it has to spin i freed the axle and than tightened it back and the wheel was spinning freely.
after just 1 minute of riding it didn't spin properly again.
i must say that when the front wheel is spinning there is a little noise coming from the brakes[the bike is new]

No,
1) If you look very closely at the brake while the wheel spins, does the brake pad touch the rotor at any time ?
2) Wheel on the bike, move the rim side-to-side (left-right in the fork) and do you feel any "clunk" or wobble ?
3) If the wheel is off the bike, hold the wheel steady, and turn the axle by hand. It should spin very easily and smoothly.
