Unknown year Bob Jackson frame

Trying to figure out if this should go into the C&V For Sale section or the general For Sale; while I personally think it is classy, I wasn't sure if it qualified as classic. Just didn't want to catch any flak for posting in the wrong section, so I figured someone here would probably point me in the right direction before doing so. I think that this is a World Touring model frame, based on the braze-ons for a rear rack and lowrider front rack, as well as the brake bosses. From what I could find, this style Reynolds decal was used from 1995-2001; my understanding is that if it was repainted, however, newer decals may have been applied during the process. Have not had any luck with the serial number, which is W23430. Any assistance is greatly appreciated, thanks in advance!

Do you have the matching fork? I didn't see any pictures but you did mention braze ons for a low rider rack

Yes, I have the original fork as well, serial number matches up to the frame. Those pictures are further down on the imgur linked page, but here is one of them:

That looks like a frame equipped for touring, though pretty short chainstays for one. The BJ logotypes are of more recent vintage than the non-slanted block lettering used previously. You might get a good idea of the year, roughly, by following up the stylin' of the Reynolds decals, which do change over time. My guess would be somewhere in the late 1980s or early 1990s. I've never seen a BJ with a serial number that included letters. Since the business is being rebooted (in a new location), you might try getting in touch with the new owners (Woodrup, see current post about this), who may have records. Pre-closure, the shop would tell you info about a frame if you supplied the serial number.
