Dura Ace 7402

I was given a brand new 7402 derailer and am using it on a Exage Sport LX 7 speed shifter and I can not get it to shift clean from lowest to highest without a bunch of noise......is this a compatability issue? Do I need to find Dura Ace shifters for this upgrade? Also this is on Dura Ace hubs with a 12-21 cluster.

That model number corresponds to years when Dura Ace had a different pull ratio to the rest of Shimano's products.
Here's a compatabliity chart.
You'll need to run it on friction, find a new derailleur, or find some DA 7 speed shifters.
I bought some once on Craigslist once, but they had been advertised as 8s and were broken.

I can live with friction until a set pops up.......friction shifting makes them whisper quiet.

One other possible option to add to Metzinger's list... Get some Shimano 9-speed shifters. These will shift the RD7400/7401/7402 at 8-speed spacing and that is so close to 7-speed that it will probably work. I'm doing this on my old roadie that was originally Dura-Ace 6-speed.
