It is snowing here. No riding for me. I have a garage to clean, so, I do what most people in my situation would do - I went surfing. I pulled together the start of a valuable reference list for old bicycles - the lug cutouts and who they might belong to. I only looked for a little while - add to the post any information you may have about cutouts, please.
6/15/06 edit - added all new and sorted the list. WooHoo!

My Ochsner (supposedly produced by Cilo) has a dovetail on the frame lugs and circles down the inside of the fork blade.

Unique Vintage Steel
Gazelle - often has the gazelle emblem on the fork crown and sometimes the rear brake bridge.

To add to your list, some of the older Guerciottis had a star cutout. You may want to expand the list to include the fork crown and brake bridge. Using Guerciotti for an example again, some had G inside a star on the crown. Some also had the G in the star on the brake bridge along with a rider. You are right, this could be a very valuable resource.

Anyone know the significance of the Pinarello's "clove" cutout? I was never quite sure what the cutout was supposed to resemble.

Scapin also used a variation of 3 open circles, sure it didn't mean the same thing to them though
Bianchi used a single capital "B" for a while
and there are a bunch that used a letter or initials such as
Tommassini with the stylized "T"
Luigi Montagner with a "LM" in a circle
fill in all the blanks in my memory, folks!

A few more have worked their way to my fore-brain:
Rauler used a stylized club or clover, 3 leaves on a stem, but kind of pointed/triangular...hard to describe
Rossin may have only engraved it in their fork crown, but maybe on lugs too: a pentagon outline with capital "R" inside it
Davidson (Seattle) used a 3-lobed figure like a clover (shamrock) without a stem
Cinelli (who could forget this one) and Windsor copying them: 3 round holes in line and descending size, (sometimes only 2 holes when on a short-point lug)

I sometimes used a clover leaf cutout on frames I built in England during the 1970s as did many other framebuilders of that era. It was simple; just drill 3 holes, and the triangular shape lent itself to the shape of the lug. (See below)
Also some Prugnat lugs (Made in France.) came with the arrow head cutouts already in them as seen on this Paris Sport frame I built in 1979.

My 1975 Harry Quinn had cut outs such as shown by Dave Moulton, but only on the top of the three primary lugs. Also had the same cutout under the BB shell. But the Quinn workshop would do almost whatever one ordered, rounded teardrops, holes, etc.
Grandis also used a G for some decoration.
Unfortunately there often is a design progression over time as far as the ornament was concerned.
When I first say what my early GC's lugs looked like BEFORE they were reworked, wow, what a lot of craftwork required to get them to that refined shape. No wonder invenstment cast lugs were accepted so quickly when they became an alternative.

My Caldaro has a stylized "V" that follows the contour of the lug. Not really a symbol so much as just a filled in window:
