Frame identification and restoration

Hi

I was wondering if the frame here is a Litespeed vortex. This was sold to me as a neutral mavic neutral support bike. I forget the year it was used (80s?). Can anyone here identify it?

My actual question is - is it possible to add modern groupset on this bike? My current bike got destroyed in an accident and I want to salvage its groupset (ultegra mechanical R8000) and see if I can use it on this bike. This bike currently has mavic vintage components (except for the rear derailleur is a claris because the original stopped working), and has really aggressive geometry and gear ratios. I want to switch the quill stem to something more reasonable (again, I can salvage from my other bike if possible) and install a 11 speed ultegra 11-34 cassette and 50-34 crankset. Is this possible?

Thanks!

Also wondering if there's someone in the bay area, CA, who would be able to restore this bike.

I am guessing it's litespeed vortex because googling for litespeed vortex shows similar looking bikes and frames.

Just posted more pics. Except for the first two pics, the rest of the pics were taken with the frame upside down.
