When you plug your Garmin into a computer, it looks like a USB drive.
You can use the "file explorer" your computer has to manage (delete) the files. Apple Macintoshes put deleted files into a "trash can" on the device. So, they still occupy space until you empty the trash can. (But the issue, generally, isn't related to space. As I said earlier.)
The activity files are in "\Garmin\Activity". The course files are in "\Garmin\Courses".

Garmin Express is software on a computer to update the device. You can't delete files through it. Presumably, you meant you deleted them on Garmin Connect (the Garmin website). (Deleting things on Garmin Connect doesn't delete files off of the device.)

Do you have Garmin Express on that computer?
If so, does Garmin Express see your plugged-in device?
I have seen one case with a computer using an odd usb driver.

I figured out today that holding the top right button on my edge 530 while on the map screen takes you directly to the zoom feature. That was my main hate for garmin, having to jump through multiple button presses to access zoom.
I'll have to find something else to hate on them for now.

I have Windows 11 as well. It may take a minute or so for the computer to "see" the Garmin plugged in (or maybe it's the Garmin realizing it's connected to a computer?) You want to be sure to use a data cable, not just a charging cable. Ideally, use the Garmin cable that came with the unit.

Life is too short to struggle. Consider a Wahoo Element Bolt. Watch those troubles fade into the mist...........

I had a Bolt. Couldn't see the screen when it popped into a navigation direction, went black text on white background. Could not read this while wearing sunglasses. Fortunately I had purchased from REI, returned and got a Garmin, much better display.
