Maybe it’s the rack. You may find it really isn’t what you want once you install it.
I’m like most people in that I would like an unopened box, or I’d like a discount for taking one that someone returned.
I realize some people buy to use once and return, but if I found a particular product that “seemed” to be a return at other locations, I might pause and ask why.

Backcountry/Competitive are the same retailer. Incycle is much closer to me than REI and actually REI did not have these in stock even though their website shows its available for shipping. I've contacted multiple retailers and Incycle was the only one with it in stock for pickup.
Incycle is a reputable store with multiple locations in Southern California. Wouldn't you expect less hassle from big box bike shops?
By ordering local thru incycle I was able to inspect the packaging and avoid getting a used product once again like I did with the other retailers. But it seems it doesn't matter where I order from I'm having to make returns.

You wrote that it wasn’t in stock. I read that to mean in the store but that it was available for shipping according to the website. Be more clear in your writing.

I have a Kuät NV. It's been on the back of my car for probably close to 8, maybe even 10 years now. It still looks like the day I bought it.
A scuff because someone bought, used for a weekend & returned is more a cultural problem than a functional problem. You could find the original owner, track them down and berate them with a megaphone from a restraining order safe 50 feet distance until they admit fault and change their ways...Or you can move on and accept that heavy and expensive items have value and the occasional cosmetic scuff is the cost of having what you want when you want it.
You could always return it (again) and wait weeks for another fresh from the factory. What is your time and travel worth?

Myself, I'd be mostly leery of missing parts, accessories or fasteners. I'd rather not buy an item that had been returned previously unless it came with at a discount.

Repeating myself again and again. Ive already contacted REI customer service and there are none in stock for shipping even though the website shows available.

It's the whole principle of buying new expecting new. And yes my time is worth going thru this since I took the time to make phone calls, emails, and committed to purchase a brand new product.

I don't know about you or your value system but for $200 I can run a washing machine.
I get what you are saying. The shop probably got the 20% restocking fee & likely you feel that you'd like to see some of that reflected in the price you paid. But for a variety of reasons they can't do that. That difference is the market rate for your immediate need. That's life. Sorry.

70sSanO I chose this one over the Thule only bcuz it still has the hitch pin feature. Thule for some reason removed it.
