You really only need one - once you break the bond in the first spot you can go around the wheel with the same lever and once you get about half off you can use the tire to peel the rest of it off. Steel works a lot better than the plastic ones for this because you need to go all the way under the whole tire and out the other side.

I have always been able to pull of a deflated tubular tire. I did not own tire levers until I bought a bike with clincher tires and rims.

I'm having to pull one with fresh glue because I did not get it on straight. At the moment my fingers are not strong enough.
but I just tried loosening it with my old Eldi levers, and it worked a treat!

Any brand will do, but I've always just did it by hand myself. It's been many years since I rode a tubular.
