anyone recognize this stem on a Zaskar 90's era? maybe titanium?

Probably not titanium. simply because it would be so difficult to shape like that, that nobody would try. Also, most if not all titanium is unpainted, and that looks painted silver.
I do like the way it looks, but my guess is steel, from someone who is a good welder.

Probably steel. Check with a magnet to be sure. A titanium stem like that would likely be very flexy unless made with very thick walled tubes.
Probably a GT OEM thing as they used to do a lot of that 'pierced tube' style construction.

That looks similar to the stem of my 1990 GT Team Avalanche. I think the stems were by GT. Many were painted to match the bike.

I agree I seem to remember a lot of the mid level and upper GTs coming with the squished oval stem.

nope it was steel one from the early 90's, the only titanium quills stems I remember were the Cinelli Grammo Strada,Ti Cycles, Litespeed Titanium stem, ITM Krystal Titanium, 3TTT Pro titanium, Ibis titanium and fat bottom titanium quill stem
