What is the question? Is this about bank cards or something else I am confused?
$1400 seems a little steep for the bike back in the day. The bike looks like someone used it for commuting and it probably spent a good deal of time outside. I would have it looked over and expect to pay a decent amount to get it properly functioning and safely riding but at $200 the bike wasn't a high initial cost so you have some room to work with.

If your problem is the seat and head tubes are not parallel, well, they're not, and aren't on most (all) MTB's now. My 1985 Mt Fuji has parallel 70 degree head and seat tube angles, but it's not the norm now (or in 2013) IMO.

Fwiw, my 2019 med frame Marin Nail Trail has 74 degree seat tube with a 68 degree head tube, as did all the frames regardless of size.

I think your eye is being fooled by the bend in the down tube which is much greater on the bike in question than it is on the smaller brochure bike. I think the bike leaning away from the camera and the front wheel being closer to the camera than the rear wheel heightens the effect.

Note the distortion (apparent flaring-out) of the vertical lines in the wall behind the bike.

It has a very standard (for the time) 73 deg seat tube angle and a steep for the time 71-72 deg head tube angle (bigger sizes had steeper STA).

If the camera isn't pointed perfectly level, wide angle views get a lot of distortion.
See the green rectangle with verticals, compared to the yellow posts.
The best way to get a bike photo is to hold the camera level at the top of the tires height, and stand back, zooming in.

I was a professional bike tech for some years, before I denounced my vow of poverty and got a real job, lol. I did my share of scratch builds from bare frames in the 6k range, $2500 wheel sets, mountain bikes, tri bikes etc. I feel confident enough to handle it. Yes, I did look it over, but had to leave it there because I didn't have the $216 cash on me to cover cost plus tax, if I wanted to eat until my new bank card arrives. I was just weirded out by how it looked in the pictures after the fact. And that was not really steep for an SLX level bike back in the day. SLX was relatively new at the time, and expensive as well. Also hydraulic discs were a much bigger deal back then, and now they're on nearly everything. Stock brakes were Avid Elixir, hollow axle Deore cranks with external BB, and 31.8 bars were pretty cutting edge then too. Air fork with incremental lockout, adjustable rebound, and so forth. The shop I worked at was a specialized dealer, and $1400 was on the low end of a similar spec'd Specialized in 2013. Mainly since most Specialized bikes of that level had actual Rock Shox forks instead of a "factory" style fork no matter how well appointed it was.,,,,BD
Also quit it with the pretentious attitude, it makes you look stupid trying to come off as omniscient.

Also looking at the bike and noting it will likely need work having been a commuter's bike most likely is not an attack on you or anyone but maybe those commuters who do not take care of their stuff. RELAX...you can have been a mechanic you can have worked on 10k wheel sets maybe from hand lathed hubs with ceramic bearings and hand lain carbon fiber whatever that is fine but noting that looking at the picture and seeing what I see and noting that in a post on a bike forum is not anything to do with you as a person or you as a purchaser of the bike.
I would say quit it with the boring attitude that people cannot discuss bikes on a bike forum. Also your post confused me initially so if you started to be put off by my original statement it was one of confusion as you talked about bank cards and didn't really have a clear question. If you had questions don't bury them inside and start with non-sequiturs. Ask the question then if you want to mention the other stuff that is fine but it will make it easier to understand and answer.

You just incorrectly assumed I didn't know **** and said I would have to spend a considerable amount of money on a bike that in your opinion was overpriced 11 years ago. Then talking crap about the bank card, which was clearly an explanation as to why I couldn't go out my back door and look at the bike in person, and only had a quickly snapped pic before I put it in layaway until the card comes in this week. If you're so easily confused, maybe try reading the post several times before answering? Everyone else seemed to understand it? I will reword it for you.... It turns out it was most likely was a camera or bike angle issue when the picture was taken. Your opinion on the original cost/value of the bike and that state of disrepair it is currently in is and was completely irrelevant. I do understand now that you wanted to discuss that regardless, and yes I am aware it needs work. I can handle the work involved, and will not have to pay someone to do it. I was thinking that might be obvious since I have been on this site for just shy of 20 years, and MUCH more than 11k posts. (Many have been deleted during website cleanups, etc. and it's probably closer to 20k) Either way sorry for jumping on you, lol...
I didn't talk crap about the bank card, I asked
You seem like a little highly wound. You might need to relax. Sure you posted a while and have been here a while, that can mean anything or nothing. There are people who have ridden bikes all of their lives who don't work on their bikes and being a member of an online forum means you are a member of an online forum, it doesn't mean you are anything and nobody should assume anything from your post history, I didn't I didn't really care about that because it is irrelevant to the post as was the bank card thing which you are more obsessed with then anything and I don't really care I was just curious if the post was about that because you skipped the question and talked about it more and more and then added a question at the bottom and started that with a statement.
It's ok I am not mad at you and not trying to jump on you either. It is a bike forum, we talk about bikes, lets continue doing that!

Just shut up already.... Everyone else understood it apparently, and you acted like you were so confused, so I attempted to change the wording to appease your confusion, which only seemed to confuse you more. Your
continued windbaggery is only confusing me now. If you didn't like or understand the post, don't even continue reading and certainly don't respond. In fact please don't respond to any of my posts from now on. That would be a
good start.

No windbaggery just responding to what you wrote hence why I QUOTED YOU! You are acting like I someone pulled a bunch of stuff from my rear end and posted it when it was all responding to what you wrote which you have now deleted but luckily I quoted you so people can see what you actually wrote as I don't edit what I quote.
This is an open public forum you made a post in it I responded that is what people do if you do not understand that by now with your claimed 20k posts and your nearly 20 years of posting (which you claimed in your now deleted post) then I don't know what to say, you seem quite oblivious then.
Also seems appropriate, "Calmer than you, Dude" - Walter Sobchak but I guess you were the one who marked it zero...LOL

I'm guessing you're one of those people that are so self-important that they have to have the last word every single time. Do me a favor and prove me wrong.

Isn't this how it ends?
“Take it easy, Dude. I know that you will.” The Dude simply replies, “Yeah, well, the Dude abides.”
