Can I fix a Manitou Answer 3?

Can I fix a Manitou Answer 3?
I found the Manitou Answer 3 Front Suspension Fork in my garage. It has been sitting up since I took it off my ex-wife's bike about 10 years ago. I can make it travel by hand but it does not have any spring to it.
I want to put it on my son's Trek 820 (my ex-wife's old bike). I had it on this bike once before so I know it fits and all of that.
I am not looking to spend any $$ on this, just want it to work for my son. He is 14 and interested in MTB. But I want to make sure he likes it before investing in a new shock or bike for him.
Can I fix this shock? Can I just add oil or something?

2. If it has no spring, the elastomer is probably toast. Try the medium: Manitou 3 Elastomer Refresh Kit - Suspension Fork Parts eStore

Thanks That is what I thought. I was hoping for a solution without spending $$. He is just going to have to ride with a ridged fork for now then.
