Losing weight will likely reduce calf size even if you don't have much fat. Unlike your upper body, your legs are used to lift your full body weight all day so they can get a decent workout especially if you have an active job or going up and down stairs.

Not much to be done. Go to a bodybuilding meet, you'll see some skinny legs do huge squats and deadlifts. Legs are weird.

Big bones means very little in regards to size, maybe 10%, fat is fat.

Now to reduce the size of your calves, spin, don't mash at all.
Shorten your seat post so your ankle never extends past 90º

Me neither. Kind of scary.

I'm 5'11" (barely) and have 20" calves. I'm pushing 380 pounds though however my legs feel like they have no fat on them at all. I can't grab anything around the calves or the thighs. I'm not sure how to measure the thighs but I tired and got around 30"+.

Even though I'm super fat, recently a woman friend told me when I was wearing shorts that I had sexy looking legs. LOL Made me blush, I don't think I have anything sexy about my body.
