Honda Shin-Etsu or Mercury 2-4-C my favorites for outdoor longevity, the Shin-Etsu is a clear silicone based lube while the 2-4-C is teflon based.
The synthetic ingredients often provide lubrication long after their oil bases deteriorate. The 2-4-C is made for corrosive, moist laden applications.

The problem is you really need something sprayable to get it where it needs to be in an STI shifter.

I've only used Tri-Flow on my shift and brake cables (as well as it being my chain lube) and use Boeshield T-9 in the brifter internals, and have not had any issues in the cold, down to 5F, and I've had even less issues with my Di2 shift cables
